Legal Services
Texas law enforcement officers deserve the best possible legal representation
when faced with a job-related problem, discipline, civil action or criminal
indictment. With a dedicated staff of full-time lawyers across the state,
CLEAT provides the most comprehensive legal plan available in Texas. CLEAT's capabilities
address the full span of legal needs and in January the benefits were expanded to include
benefits not offered by any other state-wide law enforcement association:
- Temporary Income Protection Plan CLEAT is the only organization that provides
Income Protection in the event of a temporary suspension. CLEAT members rest easier knowing that should an
unfortunate event take place, CLEAT will be there to help provide for their families.

- Wills and Probate Services CLEAT understands that today's law enforcement professional faces levels of danger that have escalated beyond what has ever been witnessed before. As a member of CLEAT, both the member and the member’s spouse receive Estate planning documents
such as wills, powers of attorney and pre-death directives at no additional cost to the
member. Additionally, should a member die while an active member of CLEAT, CLEAT will
provide legal representation to probate the member's will at no additional cost to the member's estate. Login and fill out Will Questionnaire.
- Disciplinary Matters CLEAT provides an attorney automatically
for suspensions, demotions and terminations. There are no questions asked,
and no limitations on legal coverage. CLEAT attorneys have handled literally
thousands of disciplinary actions on behalf of law enforcement officers.
CLEAT attorneys have presented and won appeals to arbitrators, civil service commissions and courts
all over the state. CLEAT also pays 100% of the employee’s share of
arbitration fees.
- Criminal Proceedings CLEAT is the only organization
that provides full representation in a criminal proceeding where the conduct
is related to the official performance of duty.
- Affirmative Litigation CLEAT vigorously defends
the rights of law enforcement professionals in a broad range of issues,
including civil service rights, residency issues, suspensions, terminations and
violations of state/federal constitutional and statutory rights.
"As a police officer, I understand the necessity of having legal representation in the environment that law enforcement professionals labor under today. That’s why I strongly urge each one of you to become a member of our law enforcement family."
