Remarks: CLEAT BILL: Would return TRS pension benefits for campus peace officers to the rules in place before 2013 when they were changed. Under current law, officers can retire at age 62 w/5 years of service + Rule of 80 or at 65 years of age with 5 years of service. Pensions are reduced by up to 7% per year for retirement under age 65. Under this bill, officers would be able to retire at age 60 w/5 years or service + Rule of 80 or at age 65 w/5 years service. Pension reduced 5% per year for each year the person retires under the age of 60 if they were hired after 2007. If hired before 2007, pension reduced 2% per year for each year the person retires under the age 50.

Remarks: CLEAT BILL: Currently campus peace offices and several other groups of state peace officers are not eligible to participate in the ERS LECOS fund. Campus officers are in TRS while the other groups are in ERS, but not LECOS. This bill is a proportional retirement bill that would allow campus peace officers to freeze their accrued service and benefits within TRS and begin earning service credit within ERS and LECOS. Upon retirement, those officers would receive a combined or proportional pension annuity from both systems. The bill would also allow other state peace officers not in LECOS to earn future credit in LECOS and received a proportional annuity upon retirement.
