HB 1550 is scheduled for floor debate on the Major State Calendar TOMORROW in the Texas House of Representatives.
This bill grants the Texas Commission on Law Enforcement (TCOLE) widespread authority to investigate officers, suspend licenses, and require officers to undergo fit for duty examinations. TCOLE would become a statewide SUPER ‘Internal Affairs Division’ that could subpoena officers and records and require testimony.
TCOLE would have the authority to suspend a license based solely on their belief the officer was an imminent threat to public health, safety, or welfare, without any definition of what that is. Officers who have been disciplined and/or exonerated through a due process hearing could still have their license suspended by TCOLE.
