Saturday Keynote Speaker

Governor Greg Abbott has consistently championed public safety and law enforcement throughout his career. A former Texas Attorney General and State Supreme Court Justice, Abbott has prioritized policies supporting officers, strengthening the rule of law, keeping violent offenders behind bars, penalizing cities that defund police departments, and investing in border security. As governor, he has made support for the men and women who wear the badge a central part of his commitment to keeping Texas communities safe.

Lt. Governor Dan Patrick was first elected statewide in 2014 after eight years in the Texas Senate and was re-elected in 2018 and 2022. As President of the Texas Senate, his stated priorities have included public safety, border security, and support for law enforcement, including legislation and funding affecting officers and agencies across Texas. His leadership role has helped shape Senate policy on criminal justice, border operations, and other public safety issues.

Friday Keynote Speaker

Senator Pete Flores is a retired Texas Game Warden with 27 years of law enforcement service and a Texas Master Peace Officer Certificate. He rose to Colonel and Director of Law Enforcement for the Texas Parks and Wildlife Department, leading nearly 532 commissioned officers and coordinating with local, state, and federal agencies. The first Hispanic to serve as TPWD’s Director of Law Enforcement, Flores now brings that experience to his service in the Texas Senate.

Ron Martinelli directs the nation’s only Multidisciplinary Forensic Death Investigations Team, composed of law enforcement, forensic, and medical experts. Dr. Martinelli is a forensic criminologist, law enforcement practices, use of force, and human factors expert, as well as a physician-level Certified Medical Investigator. Ron is a retired homicide and violent crimes detective with 36 years of law enforcement and forensic expertise, qualified in federal and state courts nationwide. His current/past clients include the President of the United States, the offices of ten State Attorneys General, USDOJ, U.S. Navy JAG, law enforcement LDFs, prosecutors, and major civil rights law firms.

Angelos Leiloglou is a 3D forensic analyst specializing in forensic visualization, photogrammetry, and digital scene reconstruction. As a forensic scientist on the Martinelli & Associates Forensic Death Investigations team, he uses technologies including 3D laser scanning, body-worn and dash camera analysis, drone mapping, and computer visualization to reconstruct and analyze complex incidents, including officer-involved shootings. His expertise has been used in state and federal courts across the country, helping investigators, attorneys, and juries better understand the spatial and physical evidence surrounding critical incidents.

Licensed Clinical Psychologist, Law Enforcement Wellness SME
Dr. Brandi Burque is a licensed clinical psychologist specializing in police psychology, officer wellness, and performance readiness. She has held leadership roles with the San Antonio Police Department and Bexar County Sheriff’s Office, and her Performance & Recovery Optimization (PRO) framework was recognized by the U.S. Department of Justice. A national speaker and consultant, she helps law enforcement professionals strengthen resilience, navigate critical incidents, and sustain long-term wellness.
